I just had a factory-approved replacement battery put on my low-mileage eBike, and guess what? The shop hit me with a $250 charge out of the blue. They never mentioned any fees beforehand. Has anyone else run into this kind of surprise? I'm feeling a bit taken aback here

That sucks, man, surprise fees like that are the worst for real. I'd definitely ask the shop for a breakdown of the charges and see if they can waive or reduce it since it wasn't mentioned upfront.

Was this an independent shop selling a range of electric bikes ? Labour charges, to remove the old battery and cradle and fit the new one, then there's the disposal charge of the old battery
